What is ACE?

ACE (Automated Commercial Environment) is a program from the U.S. Customs and Border Protection Agency designed to enhance national border security and expedite lawful trade. It automates and consolidates border processing. Through tools like the ACE Secure Data Portal, unprecedented integration of information and communication between CBP, the trade community, and other participating government agencies is provided through a single, integrated, on-line access point.

Ultimately, ACE will replace current CBP trade processing systems including the Automated Commercial System (ACS), the Automated Export System (AES), Border Release Advanced Screening and Selectivity (BRASS), the Customs Automated Forms Entry System (CAFES), Free and Secure Trade (FAST), and the Pre-arrival Processing System (PAPS).

U.S. Customs and Border Protection (CBP) recently announced that it is indefinitely postponing implementation of "Phase 4" enforcement of mandatory advance electronic information requirements for truck carriers, as required by the Trade Act of 2002. However, sending advance notice via ACE will still expedite commercial border crossings and CBP may re-introduce a deadline for the requirement at any time.

Tailwind CMS can make ACE advance electronic notice easier by transmitting most or all information about upcoming border crossings to ACE electronically, through our partnership with Oceanwide Inc. and their Truck AMS Service.

How to Setup CMS for Sending ACE e-Manifests

  1. Apply for an ACE account with CBP
  2. Apply for a Truck e-Manifest account with Oceanwide
    • Indicate that you are using Tailwind CMS to transmit the e-Manifest via FTP.
    • Request "lights out" mode for the e-Manifest import.
  3. Request the Tailwind ACE e-Manifest module from Tailwind Support.
  4. Tailwind Support staff will create all US land-based ports of entry and associated customs brokers by running the following:
    • “cms_GeneratePortsOfEntry.sql” script.
    • “Debug→Download ACE Customs Brokers List” from within CMS.
  5. Ensure that your company branch information contains the following (in CMS):
    • SCAC code
    • DOT #
    • Ensure that all drivers who will cross the border contain the following (in CMS):
    • First Name
    • Last Name
    • Birthdate
    • Gender
    • Nationality
    • Driver must be registered with either ACE or FAST:
      • If driver has a FAST Card #, record that in CMS.
      • If driver is registered with ACE, record the ACE ID in CMS.
  6. Ensure that all tractors that will cross the border contain the following (in CMS):
    • ACE equipment type
    • If tractor has a transponder, record Licence # and License State, and transponder # (in VIN # field) in CMS.
    • If tractor does not have a transponder, record ACE ID (assigned by CBP portal) in CMS.
    • If tractor is not registered with ACE, record Licence # and License State and VIN # in CMS.
  7. Ensure that all trailers that will cross the border contain the following (in CMS):
    • ACE equipment type
    • If trailer is registered with CBP, record ACE ID in CMS.
    • If trailer is not registered with ACE, record Licence # and License State in CMS.
  8. The ACE e-Manifest settings will need to be configured in CMS system configuration as follows:
    • FTP Server: ftphost.editrade.com
    • Directory: IMPORT
    • Username: <Assigned by Oceanwide>
    • Password: <Assigned by Oceanwide>
  9. Ensure that the Tailwind Agent application is installed and running on your server.
  10. Tailwind support will train users on how to create border-crossing dispatches as follows:
    • Add the border-crossing port into the route-plan in the appropriate location
    • Make sure all border-crossing shipments contain required information:
      • Commodity description
      • Package count and type
      • Weight
      • Value
      • Complete shipper address (including postal code / zip)
      • Complete consignee address (including postal code / zip)
    • Click on "File→Send e-Manifest" when it is ready to be transmitted
